Interview with Enrico Panini, national secretary of the FLC-CGIL
by Cristina Sanna
Dr. Panini, the unions of the school for some time have started a battle to be banned competitions for the role of Director of General Services Administration and in schools. Could you explain, from a professional perspective, what are the skills that should play this role and why this figure has now become a strategic and indispensable at school?
Our union really is fighting for them to be banned competitions ordinary function for each school: school managers, teachers, Directors of General Services and Administration (DSGA). When ordering, we designated as the priority DSGA as this slice of staff has a number of temporary vacancies and particularly high. This figure, compared to the existing first of school - known as the Secretary has changed considerably. On the one hand, access to the position qualifications are needed most significant: the title of Master of Science (for the old system) or the title of Science (for the new system). Furthermore, with the introduction of school today a series of functions are assigned directly to schools, from the simplest skills, such as wages and compiling lists and lists etc. thousands of different order and other activities according to school grade. Think that financial statements initially were around 30, 40, 50 000 €, now, with school autonomy, reaching 400, 500 000 €. So we're talking about a figure of great prestige for Italian schools. A profile must have a professional background and extensive and complex that it is capable of performing a range of skills not only on the accounting side but also on the management of human resources. Moreover, the school has become increasingly a place where activities converge that go beyond those of ordinary administration. This has important implications on the administrative work because the figure that will to take these skills is considered a top figure. The union has asked the former first minister of Education and now the new Minister Fioroni Mariastella Gelmini, to ban the competitions as soon as possible in order to renew the school with the inclusion of people fresh, young and proud to compete in an industry complex. This application also adds the need to provide an additional competition to allow the many precarious, in the meantime have developed services in the recruitment of DSGA, to join permanently in the school structure. Vacancies in this job profile amounted to 4,000 seats, among other numbers will grow quickly because we are in the presence of an index master quite high and also because it provides short a large number of retirements.
which entities we are talking about?
currently precarious amounted to about 4000 units. In this figure, however, also include former employees, the heads of the secretariat, who have declared their readiness to assume the function, or persons entered on the list of replacement. From this precarious situation of a number of problems arise precisely because these people before they can settle in a given school situation (each school has its own history) have already reached the expiry date of their contract. A problem that which not only affect the person, it weighs heavily on fast adaptation and tuning the system in which the figure goes to work.
As for the figures of the school managers and teachers on what numbers show us?
For school leaders have held a contest was about 12 years ago, when the rankings are already exhausted. This implies a presence of vacancies, which amounts to several hundred. For coverage of this role is required over the title role in the study also have gained an experience of at least seven years. Instead, with regard to teachers, in addition to the many precarious place to be, you add a very strong lack of teachers responsible for teaching of science subjects (mathematics, science, chemistry, physics) and, in some specific parts of Italy, teachers responsible for teaching literature. So our request is to be banned contests to start ordinary virtuous mechanism that can stabilize young people in those lists vacancies. To date, therefore, we estimate about 200 vacancies for managers (out of 10,000 schools), while, as regards the lectures, are not able to give an exact figure because the figure varies from province to province.
your opinion, what are the necessary elements so that even the Italian school become a center of excellence on a par with other European realities virtuous? The first
. We must invest in our systems of knowledge within the university and research. Consider that we devote an average of 2% less of our GDP into knowledge. We are talking of tens of billions of euro in less investment. So the first element of the budget has to start from this point.
The second issue is the political action and government. The government should promote, with targeted interventions, a positive view of learning and knowledge. This failure weighs especially on today's social vision.
Third question. We have become a nation capable of investing as much as possible on the lever of extraordinary young people, boys and girls preparations not deserve to be condemned to the long agony of insecurity and instead must be placed in conditions to be placed both in research (Italy is the country with the lowest number of researchers) and is part of university education (even in this case Italy is the country with the largest number of teachers older than other European countries). These aspects together could represent the founding of a cultural revolution that element of our country which has as its primary objective to become a reality of excellence in knowledge.
